It's this really stretchy cord that my dad has attached to the top of the stairs so he can stretch his muscles and whatnot.
I kinda thought the blurry effect made it look sorta like a noose hanging down. I thought it was interesting.
Is it green?
Actually, it is the same color that is in the picture. (Black)
